Flexible work arrangements in the public sector may now be adopted anytime.
This was approved by the Civil Service Commission (CSC) in CSC Resolution No. 2200209 promulgated on 18 May 2022. The policy will take effect fifteen (15) days after its publication (31 May 2022), or on 15 June 2022.
The CSC emphasizes that flexible work arrangements are subject to the discretion of the head of agency on the condition that all their stakeholders are assured of continuous delivery of services from 8:00 AM to 5:00 PM.
The CSC seeks to institutionalize flexible work arrangements as part of the nationwide effort to transition from a state of public health emergency to the new normal. It serves as a preventive measure to safeguard the health, safety, and welfare of government officials and employees while ensuring the government’s continued operations and efficient delivery of public services.

CSC Regional Office V has made some adjustments to the Online Slot Reservation System in order to improve its services.
It has been brought to our attention that some users experienced reloading issues and were unable to use the system yesterday. We found out that users whose computer clocks were running advanced, ahead of the server's time, were the ones affected. This was because in their computers, it was already 8AM prompting their browser to advance to the next step. The server, however, did not allow this because it wasn't 8AM yet and redirected them back to the countdown page resulting to a cycle of reloads. The more advanced the user's clock was ahead of the server's clock, the more reloads it performed.
In an effort to address this, CSC RO V has made some adjustments to the system by removing the countdown feature so as to avoid the reloading cycle issue. We appreciate your constructive feedback and we are continuously performing data analytics on client's usage of our systems as we strive to improve our delivery of digital services.
*Just a gentle reminder: the length of waiting for the system to open is not a factor in getting a slot. Whether you waited 4 hours or 4 minutes, every one has an equal opportunity to get a slot. The probability, however, depends on the number of people waiting along with you. It is not advisable that you wait very long as it would be a waste of your time and resources.

The filing of application for the Career Service Examination-Pen and Paper Test (CSE-PPT) to be conducted on 19 June 2022 shall start on 12 April until 28 April 2022 or as soon as the number of slots are filled.
Due to limited slots and in compliance with safety protocols, the CSC RO V will implement an online appointment system in the provinces of Albay, Catanduanes, Masbate, and Sorsogon. Interested applicants must access the link ro5apps.csc.gov.ph/onsched to get a slot. It will be opened on 8 April 2022 starting 8 a.m.
Moreover, applicants who are PWDs, pregnant women, and senior citizens are not required to secure slots through the system. They may submit their application to the concerned CSC Field Office (FO) within the filing period and must present an ID card (PWD/Senior Citizen) and other proof such as medical certificate, etc.

The Civil Service Commission (CSC) and the Department of Health (DOH) will hold a free town hall meeting to promote Mental Health Program (MHP) in the Workplace on 𝟲 𝗔𝗽𝗿𝗶𝗹 𝟮𝟬𝟮𝟮, 𝟴:𝟯𝟬 𝗮.𝗺., 𝘃𝗶𝗮 𝗭𝗼𝗼𝗺.
The joint CSC-DOH town hall meeting aims to promote the importance of mental health in the workplace and re-orient agencies on CSC Memorandum Circular No. 4, s. 2020, which contains the Guidelines on the Development of Mental Health Program in the Public Sector.
The activity will guide participants on establishing their agency’s MHP and on addressing challenges in the MHP implementation.
CSC and DOH invites all administrative officers, human resource management officers, and employees performing HR functions in government agencies nationwide to register for the town hall meeting on or before 4 April 2022 through this URL: http://tinyurl.com/CSCDOHTownHallonMH.
CSC MC No. 4, s. 2020 is anchored on Republic Act No. 11036 or the Mental Health Act of 2018 and its Implementing Rules and Regulations dated 22 January 2019. The circular covers National Government Agencies, Constitutional Bodies, Government-Owned or Controlled Corporations with original charters, State Universities and Colleges, Local Government Units, and Local Water Districts.
The purpose of the Guidelines on the Development of MHP in the Public Sector (CSC MC No. 4, s. 2020) is to promote overall mental wellness and provide an inclusive, conducive, and supportive work environment for all public servants to ensure a healthy and productive workforce.

Amid the celebration of National Women’s Month this March, the Civil Service Commission (CSC) urged government agencies to reassess their human resource (HR) systems and policies toward ensuring a more inclusive and supportive workplace for women.
The CSC said that women comprise 55% of the civil service (pegged at 1,755,424 as of August 2021), and are and should be treated as essential partners in governance and nation-building.
CSC Chairperson Karlo Nograles said that, while economic participation of women in the civil service can be considered high, there is a need to take a deeper look into how they are actually faring at work. “Are there factors making it harder for women to go up the career ladder? Do women find it doubly challenging to keep up with the demands of work, considering their multiple roles in the household and at the office? Are there open communication lines and formal systems in place that can encourage women to speak up about sexual harassment, prejudice, and other workplace issues?”
Chair Nograles added that agencies are duty-bound to strictly implement existing policies that address the specific gender needs of women, particularly those relating to special leave benefits, equal employment opportunity, and protection and prevention against sexual harassment.
